Job Summary Performs complex management or oversight activities for the daily operations of Office of Environmental Quality. Establishes short-, mid-, long-term goals and objectives; develops guidelines, procedures, rules and regulations; develops schedules, priorities, and standards for achieving established goals; coordinating and evaluating program activities. Job Description Overview The Senior Environmental Coordinator oversees and ensures that the City of Dallas is in compliance with environmental regulations and that the City has programs and procedures in place to ensure that the emissions from City Operations are minimized in an efficient and cost effective manner. Performs senior level environmental compliance and coordination regarding compliancy issues of environmental risks for the City and its departments. Essential Functions 1 Performs extensive auditing and evaluation of air emissions for the City and its departments; evaluates and provides professional environmental expertise on emissions of ozone precursors, particulate emissions, and greenhouse gas emissions; develops and manages programs to track these emissions and to reduce them where feasible. 2 Assists, supports, and provides professional knowledge for compliance with Environmental standards and regulations for issues with air quality within the departments. 3 Determines, analyzes, and evaluates air quality data trends and information that can be used to improve air quality throughout the City; represents the City of Dallas position on air quality issues to outside groups and agencies. 4 Coordinates, assists, and supports internal audit team for the City's EMS and EPA Consent Decree; provides audits of the EPA Consent Decree, and performs tasks that focus on monitoring and meeting annual mandates for yard waste, litter and floatable, pesticides, herbicides and fertilizers, pet waste, general pollution and illicit discharges; monitors and tracks compliance of air quality and climate issues. 5 Develops strategic planning initiatives and implementation to achieve objectives of the department and ensure the maintenance of regulatory compliance; provides customer service to communicate initiatives and programs, monitor permitting, and assist customers in the resolution of environmentally impactful decisions. 6 Oversees and leads website and social media content development for the benefit of environmental, air quality, and climate programs and communications; performs presentations and works closely with outside agencies to make updates and ensure appropriate information is communicated. 7 Develops, creates, curates, and designs citywide environmental training initiatives and tracks and analyzes the results of these trainings; addresses environmental issue, air quality, emissions, and climate programs. 8 Identifies, determines, and addresses needed areas of change and makes recommendations to improve operations; monitors program success through post-presentation written and telephone evaluations; analyzes operations to identify the need for changes and updates. 9 Monitors regulatory changes for impact on the City; develops comments on new or modified regulations and creates strategies and procedures to cope with regulatory changes. 10 Performs any and all other work as needed or assigned. Knowledge and Skills 1 Knowledge of Stormwater, Zero waste, Sustainability Conservation Concepts, and Environmental Management Systems. 2 Knowledge of Federal and State rules, regulations, and standards including ISO 14001 3 Knowledge of chemistry and related air quality and climate. 4 Knowledge of public outreach, coordination, and interaction. 5 Knowledge of project management, permitting specifications, and project schedules. 6 Ability to develop strategic plans and facilitate implementation of initiatives. 7 Ability to develop, evaluate, and coordinate strong website and social media presence. 8 Ability to train, educate, and communicate with citizens and the public; ability to provide training for lower level staff. 9 Ability to give advice and provide guidance on environmental management standards for various industries. 10 Communicating effectively both verbally and in writing. 11 Establishing and maintaining effective working relationships. MINIMUM QUALIFICATIONS EDUCATION: * Bachelor's degree in an architectural, engineering, environmental or natural science field. EXPERIENCE: * Six (6) years of experience in six (6) or more of the following environmental areas: * ISO 14001 programs * Compliance monitoring, inspection, auditing (water/air quality/climate) * Investigation, remediation, mitigation (water/soil/air/climate) * Water quality (drinking/source) sampling and field analysis * Hazardous/non-hazardous waste management * Emission inventory development and reporting * Compliance program development * Sustainability program monitoring, development, planning or implementation * Pollution prevention programs * Modeling and/or development of policies/procedures * Geo-spatial information system (GIS) data analyses * Coordination with state and federal agencies * Permit preparation and/or report writing * Training program planning/implementation * Public presentations and/or coordinating special events involving public participation * Management of technical environmental staff or budget management/forecasting EQUIVALENCIES: * High school diploma or GED plus ten (10) years of experience in six (6) or more of the stated areas will qualify. * Associate degree (or higher) in a non-specified field plus nine (9) years of experience in six (6) or more of the stated areas will qualify. * Associate degree in a specified field plus eight (8) years of experience in six (6) or more of the stated areas will qualify. * Master's degree (or higher) in a specified field plus five (5) years of experience in six (6) or more of the stated areas will qualify. LICENSES and CERTIFICATIONS: * Valid driver's license with good driving record. * Must have or be able to obtain a Registered Environmental Manager (REM) certification within six (6) months of hire. * For some positions, must obtain a forty (4)-hour HAZWOPER certification within six (6) months of hire. * Hiring department will provide assistance with obtaining license/certificate. Salary Range $70,080.75 - $87,600.94 The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
