Summary Two positions are being filled. One on the Monongahela National Forest in Bartow, Elkins, Parsons, or Petersburg, West Virginia, and one on the Shawnee National Forest in Harrisburg, IL. This position is located on a National Forest where the incumbent serves as the Forest's Environmental Coordinator, FOIA Coordinator, and the Appeals and Litigation Manager. Qualifying specialized experience is defined as performing at least three (3) of the following duties: * Assisted in natural resource management activities; * Participated in environmental assessments and drafted segments of environmental impact statements; * Assisted in the permit review process by performing field inspections and collecting and analyzing environmental data; and/or * Assisted in planning one or more conventional environmental resources projects, such as construction, production, or reclamation initiatives and ensure compliance with environmental plans and stipulations. For the GS-11 level: Applicants must have three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled); OR one year of specialized experience equivalent to at least the GS-09 level; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). Qualifying specialized experience is defined as performing ALL of the following duties: * Participated in natural resource management activities by making observations, gathering data, and reporting findings where information was used in environmental assessments and environmental impact statements; AND * Participated in the permit review process or identifying regulatory compliance issues and requirements by performing field inspections and collecting and analyzing environmental data; AND * Served as a project planner for one or more conventional environmental resources projects, such as construction, production or reclamation activities and ensure compliance with environmental plans and stipulations. For the GS-12 level: Applicants must have one year of specialized experience equivalent to at least the GS-11 level. Qualifying specialized experience is defined as performing at least three (3) of the following duties: * Developed training content for personnel to ensure the technical and procedural aspects of the National Environmental Policy Act (NEPA) and other environmental acts and policies are consistently performed in project work; * Facilitated meetings with environmental specialists to plan and modify the environmental program of work across the unit; * Planned, directed, and advised personnel on compliance efforts regarding National Environmental Policy Act (NEPA), regulations of the President's Council on Environmental Quality (CEQ), and organizational policy; * Lead interdisciplinary teams and mediated conflicting viewpoints of team members on natural resource projects that are large-scale, multi-jurisdictional, and multifaceted; * Executed and coordinated final evaluation and review of environmental analysis documents for unit projects and/or programs to ensure compliance with multiple environmental policy requirements; * Communicated impacts and applicability of changes, decisions, and directions to management involved in projects and/or programs subject to the National Environmental Policy Act (NEPA) and other environmental acts and policies.
