A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: The Chief Financial Officer, Deputy CFO, Senior ACFO Financial Management, ACFO Revenue Financial Accounting, Unpaid Assessments and Analysis, Custodial Analysis and Reporting The following are the duties of this position at the full working level. * Assumes technical responsibility for various phases of initiation, formulation, planning, execution and control of major special studies or continuous projects. * Assists in determining the objectives of research projects and the methodology to be used to obtain the objectives. * Develops specifications for all or a segment of the research study, presenting the data and analytical material in the form most suitable to the end users. * Performs research to locate new sources of data, analyses and interpret pertinent information, draws conclusions for use in research studies. * Plays an essential role in error resolution of more complex statistical studies. Resolves very complex problems or errors requiring professional attention. Requirements Conditions of Employment * Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. If you are not in compliance, you will be determined unsuitable for employment with IRS. * This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-09 QUALIFICATIONS: In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience in applying methods and principles of economics and their application to research projects, and research and study design and administration processes. Experience researching and evaluating the economic significance of the information reported on the tax returns, and tax laws. Experience with oral communications and descriptive report writing and developing, analyzing, and presenting statistical information. Experience with economic and statistical programs and their usefulness in evaluating or completing research projects, user-oriented computer programming languages and statistical software packages, and rules, regulations, procedures, and related systems applicable to the area of responsibility. OR You may substitute education for specialized experience as follows: A master's or equivalent graduate degree in economics. OR Two (2) full academic years of progressively higher level graduate education leading to a master's or equivalent graduate degree in economics. OR You may qualify with a combination of qualifying education and experience. GS-11 QUALIFICATIONS: In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Professional experience in applying methods and principles of economics and their application to research projects, including research and study design and administration processes. Experience researching and evaluating the economic significance of the information reported on the tax returns, tax laws, and the impact of the proposed tax law changes on research projects; developing, analyzing, and presenting statistical information. Experience with laws, rules, regulations, and systems applicable to the area of responsibility and user-oriented computer programming languages and statistical software packages; and skill in oral communications and descriptive report writing. OR You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree in economics. OR Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in economics. OR You may qualify with a combination of qualifying education and experience. GS-12 QUALIFICATIONS: In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Professional experience and/or thorough knowledge in applying methods and principles of economics and their application to research projects; developing, analyzing, and presenting statistical information, and recognizing and adopting new techniques to fit the needs of research projects. To be qualifying, your experience must be sufficient to demonstrate the ability to perform a variety of assignments on research projects or programs where economic and statistical methodology were used to define, profile, and evaluate market segments of taxpayers. Knowledge of user-oriented computer programming languages and statistical software packages and skill in carrying out special assignments which require extreme precision in carrying out program assignments and resolving critical problems. TIME-IN-GRADE REQUIREMENTS: Under merit promotion procedures, applicants must satisfy time-in-grade requirements contained in 5 CFR 300, Subpart F.
