The Department of Public Safety is seeking a Police Sergeant. This is a full-time (1.00 FTE),12-month, public safety professional position.

The Department of Public Safety is now recruiting lateral, sworn law enforcement professionals to lead, supervise and expand a foundation of complex, compassionate and diversified safety services for the university community.. Reporting to the Operations Captain, the OSU Police Sergeant is a uniformed first-line responder and supervisory position within the Department of Public Safety (DPS). This position will work independently in performing, regularly assigning, reviewing, and participating in the work of law enforcement. This position provides leadership, support, development and accountability for police officers and public safety officers assigned to DPS.
The OSU Police Sergeant will have regular daily contact with all members of the Oregon State University campus community including; students, faculty, staff, visitors, and members of the public while carrying out law enforcement and security duties to provide a safe and secure campus.
The OSU Police Sergeant oversees day-to-day field operations; monitors, observes and assists police officers, public safety officers, and other staff as necessary. This position will provide short-term and long-term guidance, coordination and evaluation of work assignments. This position will supervise sworn police and public safety officers and act in the capacity of a sworn officer to the full extent of all federal, state, county. and university laws, regulations and policies. This position will review reports written by officers for content, accuracy and completeness; evaluates and ensures correction as needed.

Key Responsibilities
50% SUPERVISION
* Carries out supervisory responsibilities of sworn and non-sworn personnel in accordance with the University's policies and applicable labor laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
* Provides on-scene presence, review, and approval of written reports and documents, receiving input from members of the campus community, etc.
* Prepares performance evaluations.
* Conducts 1:1 meetings with employees as well as shift meetings/briefings to provide coaching, mentoring, training, expectations, and direction.
* In patrol assignments, functions as the Watch Commander, responsible for oversight of departmental field activities during an assigned shift.
* Assumes the role of a primary supervisor at special events, mutual aid, special operations, and various assignments, as needed.
* Assigns work schedules and work objectives to officers
* Models positive attitude and collaborative spirit in line with Oregon State University expectations
* Other duties as assigned
30% POLICE OPERATIONS & TRAINING
Trains, coordinates, oversees and performs with proficiency in the following categories:
* Constitutional law
* Arrest and detention activities
* Search and Seizure: Within investigation, arrest and warrant execution.
* Civil disorders: Control unruly crowds, hostile person(s)
* Civil process: Enforce orders and service process
* Verbal skills: Deescalate agitated persons(s)
* Court and OSU administrative actions to include preparing complaints and warrants
* Crime Prevention: Assess and correct personal/facility risks and organize crime prevention programs.
* Investigations to include collecting intelligence and evidence, interviewing and searches.
* Traffic Enforcement: Motor vehicle, parking DUII and traffic control and direction.
* Report Writing: Complete/review police reports, forms, statements and memos.
* Juvenile Activities: Complete juvenile reports/petitions; Interact with juveniles, parents, schools and judges.
* Secures scene, investigate accidents, complete reports
* Exercises discretion under state and federal law in the use of force, use deadly or not deadly force, use physical force, deescalate volatile situations
* University rule and policy enforcement and proper referral
* Conducts roll-call trainingat the beginning of each shift.
Is cognizant of and demonstrates appropriate safety guidelines and conducts safety training. Monitors workplace conditions for safety hazards.
Utilizes resources to develop administrative reports and operational plans.
20% ADMINISTRATION
* Makes frequent contact with the general public and other law enforcement officers requiring diplomacy to obtain information vital in the development and preparation of cases, accident investigations, and review.
* Plans, schedules, and assigns police and security/public safety officers to represent the department at meetings, on committees, and task forces.
* Recommends policy and procedural changes.
* Provides other safety and security related services required to ensure the safety of the university and the campus community.
* Supports the campus emergency plan
What You Will Need
Must be a US Citizen or be able to attain citizenship within 18 months of hire per OAR 259-008-0010
Must be 21 years or older at time of employment
Associate Degree from an accredited university school or college; or Oregon Department of Public Safety, Standards and Training Law Enforcement Intermediate Certification or equivalent.
Possession of an Oregon State Drivers License within 30 days of appointment
Five-years of experience as a certified police officer
Certified or eligible for certification by the Oregon Department of Public Safety Standards and Training
Must successfully pass a comprehensive background assessment that includes; criminal history check; driving record review; medical examination; psychological evaluation; drug screening; National fingerprint CJIS check and an inclusive appraisal of work history.
This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.
This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must successfully complete a motor vehicle history check, possess and maintain a current, valid driver's license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030.
Nuclear Regulatory Commission, 10 CFR 73.2 (a) (1). Defines a background check as: Federal Bureau of Investigation (FBI) criminal history records check (including verification of identity based on fingerprinting), employment history, education, and personal references. Individual engaged in activities subject to regulation by the Commission, applicants for licenses to engage in Commission regulated activities, and individuals who have notified the Commission in writing of an intent to file an application for licensing, certification, permitting, or approval of a product or activity subject to regulation by the Commission are required under 73.57 to conduct fingerprinting and criminal history records checks before granting access to Safeguards Information. A background check must be sufficient to support the trustworthiness and reliability determination so that the person performing the check and the Commission have assurance that granting individuals access to Safeguards Information does not constitute an unreasonable risk to the public health and safety or the common defense and security.
Possess or obtain Adult CPR with First Aid and Automatic External Defibrillation (AED) certification required within 60-days of employment.
Possess or obtain Law Enforcement Data Systems (LEDS) certification within 90 days of employment.

What We Would Like You to Have
* Four-year Degree from an accredited university, school or college.
* CPR for the Professional Rescuer with AED specialization
* Proficiency in a second language
* Experience in higher education law enforcement
* Experience with mandatory crime reporting laws/regulations and other law enforcement specific legal requirements.
* One-year as a police officer in higher education to include Clery Act, Title 9 and FERPA
* One-year lead work/experience in a supervisory role or equivalent experience such as detective, corporal, officer in change, field or police training officer.
* Possession of an intermediate, advanced, or supervisory certificate issued by the Oregon Department of Public Safety Standards and Training
Working Conditions / Work Schedule
This position is deemed essential and supports essential functions on campus operations and may be expected to report to work during inclement weather, emergency and other University work curtailments or closure.
This position will require presence on campus during evenings and weekends, and at other locations for emergencies, events and meetings.
This position involves shift work that can include day shift, swing shift, or night shift duties that administration assigns.
