Offers will be commensurate with the candidate's experience and qualifications and will thoughtfully consider internal pay equity for agency staff who perform similar duties and have similar qualifications. The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.
Position Overview
The Monitoring Coordinator works in the Emergent Bilingual Support unit in the Special Populations Programs and Policy Department within the Office of Special Populations and Student Supports.
The Monitoring Coordinator will support a statewide culture that assumes high expectations for all students, including students participating in Bilingual Education, and Other Special Populations (OSP) programs (students experiencing homelessness, foster care and military-connected). This individual will work with a cohort of Local Education Agencies (LEAs) to monitor and support their effective implementation of the requirements related to the students in bilingual education and OSP.
The Monitoring Coordinator plays a critical role in supporting LEAs to correct issues of noncompliance and to improve student outcomes by strengthening the fidelity of program implementation resulting in English language proficiency and academic success.
This role reports to the Director of State and Federal Program Supervision and Support within the Emergent Bilingual Support Unit and will work closely with other special population monitoring colleagues. This individual may work a hybrid schedule, reporting to the office as needed.
Flexible work location within the state of Texas may be considered for qualified candidates.

Essential Functions
Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.
1. Development: Develops policies, procedures, manuals, and standards in accordance with special populations monitoring goals and objectives regarding activities outlined to meet the division goals. Creates, updates, organizes, and analyzes documents in preparation for annual monitoring activities. Ensures the uploading of updated documents to the website is completed in a timely manner.
2. Implementation: Collects, organizes, analyzes, and prepares materials for special populations monitoring meetings (initial, follow up, final, and other virtual meetings) to meet division goals. This essential function will be achieved through the collection and organization of RDA required documents for monitoring activities. As well as preparation and analyzing of materials for the LEA initial, follow up, and other meetings based on the monitoring process to be completed in a timely manner.
3. Monitoring: Reviews and discusses documentation with stakeholders (through virtual meetings) to determine program effectiveness and compliance with state and federal requirements for students in special populations monitoring which consists of emergent bilingual students and other special populations students (students experiencing homelessness, foster care, and military-connected). Prepares for virtual meetings which consist of reviewing LEA documents and meeting specific data sources based on the monitoring process to be discussed during virtual meetings, in addition to scheduling and presenting during individual LEA virtual meetings.
4. Continuous Improvement: Supports the integration of monitoring and continuous improvement with improved quality, efficiency, and consistency for an improved balanced approach of compliance and outcomes within LEAs. Supports efforts with Local Education Agencies (LEAs) special populations monitoring activities for continuous improvement of student achievement as measured through RDA Determination Levels 3 and 4.
Minimum Qualifications
* Education: Graduation from an accredited four-year college or university
* Required Licenses: ESL or Bilingual Teaching certificate required
* Experience: At least four (4)] years of experience in implementing and/or leading Special Populations programs
Other Qualifications
* Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
* A desire to self-reflect, give/receive feedback, establish goals, and continuously improve
* Experience overseeing large scale monitoring protocols preferred
* Ability to serve as a technical resource to school districts, charters, the general public, and others.
* Understanding of local, state, and federal education laws, rules, and regulations applicable to special populations programs, including state and federal monitoring systems
* Highly skilled in Microsoft Office applications and managing the lifecycle of complex technical documents; familiarity with web accessibility requirements and other web-related policies

* Ability to break down complex information into comprehensive parts, ask questions, synthesize, and analyze
* Ability to engage in a collaborative, results-oriented team environment
* Knowledge of the agency's rule-making process preferred
