JOB SUMMARY Under general supervision, performs responsible technical and professional level work in the areas of classification, compensation, benefits administration, HRIS, recruitment and selection, labor and employee relations and training and development. Assists in the development and administration of Human Resources related programs, policies, and procedures.   DISTINGUISHING CHARACTERISTICS A Human Resources Analyst performs a variety of professional Human Resources assignments following established policies and procedures and using knowledge of District rules, policies and human resource practices and procedures learned through experience.   This position reports directly to the Human Resources Manager and may receive direction and guidance from the Senior Human Resources Analyst. The Human Resources Analyst is distinguished from the Human Resources Specialist in that an incumbent in the former class has a broader spectrum of experience, education, and knowledge in the application of human resources rules, regulations and laws and by the relative independence with which duties are performed. ESSENTIAL FUNCTION STATEMENTS The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class. * Performs assigned functions, such as recruitments, classification review, compensation studies, and benefit administration; compiles and analyzes data, performs research and prepares reports; participates in special projects, develops training plans, performs administrative tasks and trains employees on a variety of topics. * Assists in creating training and development programs, applying principles of adult learning and proven methods for effective delivery of training for differing skills and competencies. * Assists in coordinating, developing and presenting human resource related training programs to management and employees; creates and maintains detailed personnel data. Interprets and explains policies, procedures and regulations to District management, staff and the public in assigned areas of responsibility; provides effective training and guidance on technical issues to lower level department staff. * Assists in administering District equal employment opportunity, affirmative action and Americans with Disabilities Act policies and programs; prepares a variety of reports related to these programs as well as workers' compensation and safety programs; generates and compiles statistical reports. * Assists Human Resources Manager in conducting investigations in response to complaints of discrimination, harassment, retaliation, etc., and violations of other District policies and procedures. * Performs a variety of special research writing, and analysis projects related to benefits administration, training and development, and classification. Researches and develops data and analyses regarding employee relations issues and cases; consults with employees and their representatives and assists in the resolution of routine issues. * Assists in conducting classification audits and studies; may draft new or revised job descriptions; conducts surveys related to a variety of human resources topics and reports on results. * Assists with administering and maintaining the District's HRIS and payroll systems interface. Works within the system to ensure accurate and timely entry of payroll information, benefit information and position statistics. * Performs analysis of District's benefit programs, compensation structure, training models and other programs and policies. Assists in utilizing the results of such analysis to evaluate benefits and value of each; recommends revisions to realize optimal impact of programs. * May assist in administering and developing job-related selection procedures, including but not limited to application reviews, written and performance tests, interviews and assessment techniques; advises hiring managers on job-related interview and other employment practices ensures that all assigned phases of recruitment and selection comply with applicable federal, state and local laws, regulations and guidelines. * Represents the Human Resources Manager as requested. * Performs related duties and responsibilities as required. Knowledge of: * Principles and practices of public sector human resources administration such as recruitment, selection, benefits programs, workers' compensation training, safety, employee relations, and related functions. * District human resources policies, practices and procedures and labor contract provisions. * Principles, practices, concepts and techniques used in labor relations. * Federal, state and local laws and regulations relevant to the function of human resources. * Principles and practices of sound business communication; correct English usage, including spelling, grammar and punctuation. * District and department organization, functions, rules, policies and procedures applicable to assigned areas of responsibility. * Research methods and data analysis techniques. * Human resources and payroll coordination regarding position, compensation, and performance. * Provisions of but not limited to, the Meyers-Milias-Brown Act, Fair Labor Standards Act, and the Americans with Disabilities Act; * Safety policies and safe work practices applicable to the work. * Records management, recordkeeping, filing and basic purchasing practices and procedures. * Uses and operations of computers, standard business software and specialized database and spreadsheet applications. Ability to: * Maintain composure and communicate effectively in challenging circumstances; work effectively under competing and/or conflicting demands on time. * Plan, organize, and administer the flow of projects and activities; meet deadlines and operate within tight timelines. * Understand, interpret and explain the application of human resources policies, procedures and benefits plan to all level of employees. * Use discretion and confidentiality in performance of certain tasks or projects; apply professional judgment in the execution of duties; exercise tact and diplomacy in dealing with complex personnel issues and employee situations. * Compose clear, concise and comprehensive analyses, correspondence, reports, studies, agreements, presentations and other written materials from brief instructions. * Provide guidance relative to hiring practices, policies, pay ranges, safety concerns, and job classifications to management and supervisory staff. * Analyze problems, evaluate alternatives and make sound professional recommendations. * Be proficient in the use of Microsoft Office programs (Sword, Excel, PowerPoint and Outlook); operate standard business software and a variety of computer software programs and databases related to area of assignment. * Communicate effectively, both orally and in writing with all levels of office, management, and field employees. * Understand and follow written and oral instructions; prepare clear, concise and accurate reports, correspondence, analytical studies and other written materials. * Establish and maintain effective working relationships with all those encountered in the course of work. * Comply with District safety work-related practices. QUALIFICATIONS Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education, Training and Experience: Graduation from an accredited college or university with a bachelor's degree in, human resources management, psychology, public or business administration, or a closely related field, and a minimum of three years of professional human resources experience, or an equivalent combination of training and experience.   Public sector human resources experience desirable.    Licenses; Certificates; Special Requirements: Possession of or the ability to obtain a valid California Class C driver's license and the ability to maintain insurability under the District's vehicle insurance program.   Human Resources certifications such as PHR, SPHR, SHRM-CA are desirable.
