Pay Schedule VI, Grade 30, Regular Schedule: 35 hours per week A vacancy exists in the Police Department,Human Resources Section: Payroll/Timekeeping and Career Development. A list of eligible applicants will be established based on the examination as outlined below. Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants. All interested transfer andpromotional candidates must apply at this time. List all promotions and changes in job duties due toreclassificationas separate work experiences on your application. Proof of licenses, certifications, and education must be submitted with each application. Examples of Duties Under general supervision, performs professional human resources administration work. Payroll/Timekeeping * Serves as lead analyst for the department's payroll/timekeeping processing systems. * Oversees the accurate processing of the departments biweekly payroll. * Supervises clerical and support personnel. * In coordination with the Office of Human Resources, establishes methods for the retention and reporting of human resources records data to regulatory agencies or others, including but not limited to OSHA, DOL/FMLA, DOL/ADA. * Develops and maintains automated and manual human resources recordkeeping systems. Career Development * Provides career development guidance. Interviews and counsel's internal applicants regarding job opportunities and application procedures. * Develops and maintains programs for internal recruiting of promotional opportunities and specialized assignments. * Participates in the development and operation of the Police Department equal employment opportunity plan. * Coordinates with the Training Academy in the development and implementation of a variety of employee development programs such as mandatory and elective training programs and seminars. * Delivers instruction-led training to groups of employees. * Prepares written and audiovisual materials for employee training courses. * Assists in the selection and retention of civilian/professional staff. Essential Functions: * Serves as lead analyst for the department's payroll/timekeeping processing systems * Oversees the accurate processing of the department's biweekly payroll. * Supervises clerical and support personnel. * Develops and maintains automated and manual human resources recordkeeping systems. * Reviews and resolves complex pay inquiries. * Provides guidance and knowledge regarding information in MOUs related to time/attendance and new rules and regulations pertaining to pay processing and time/attendance. * Supervise and assist with Biweekly Time & Attendance processing. * Monitors X, Z, and other leave exceptions. * Monitors leave balances and accruals. * Oversees data entry and provides quality control for: * Overtime (regular and grant); compensatory time; call back; substitution pay; supplemental pay; allowances; comp changes; standby; bonuses. * Oversees data entry and provides quality control for: * Loss of leave assessments * F time entries and calculations Examples of Other Duties: * May function as the lead analyst on large or comprehensive projects. * Performs other related duties as required. Qualifications Training and Experience Graduation from an accredited college or university with a bachelor's degree, preferably in human resources administration, business or public administration, education, or psychology plus two years of professional experience in human resources administration. (Experience in human resources administration may be substituted on a year-for-year basis up to a maximum of four years for the required education. Education beyond a bachelor's degree in human resources administration, business or public administration, education, psychology, or law may be substituted on a year-for-year basis up to a maximum of two years for the required experience.) Preferred Qualifications * Experience in Workday Knowledge, Skills, and Abilities (Entry Level) * Knowledge of principles of public human resources administration. * Knowledge of statistical concepts and procedures used in personnel administration and research. * Knowledge of the principles of a merit system. * Knowledge of human resources laws. * Knowledge of adult learning theory and teaching techniques.Skill in evaluating and analyzing information related to human resources administration. * Skill in delivering instructor-led training.Ability to understand and apply Baltimore County personnel law, rules and regulations, policies and procedures, and memoranda of understanding. * Ability to develop training curriculum based on determined objectives. * Ability to establish and maintain effective working relationships with others. Ability to handle confidential material with discretion. Knowledge, Skills, and Abilities (Full Performance) * Knowledge of applicable County personnel law, rules, regulations, policies, procedures, and memoranda of understanding. * Knowledge of applicable Federal and State laws, guidelines, and requirements. * Knowledge of the organization and functions of County agencies.Skill in applying Baltimore County law, rules and regulations, policies and procedures, and memoranda of understanding to performance of duties. * Skill in developing objectives and curriculum to meet organizational goals. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable. Conditions of Employment Physical and Environmental Conditions The work of this classification is essentially sedentary. Some positions may involve occasional travel between work sites. Medical Examination and Employment Background Investigation Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.
