This position is located in Tallahassee, FL
The Florida Division of Emergency Management plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. The Division of Emergency Management (FDEM or Division) is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.
The Division serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state's efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, the Division manages the State Watch Office; the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the state of Florida on whether to declare an emergency and seek federal relief funds. It is against this backdrop that FDEM strives to demonstrate its mission of, "Coordinate, collaborate and communicate with our community stakeholders for a resilient Florida" along with our vision of, "Leading the Profession in building prepared and resilient communities".
Position Overview and Responsibilities:
This position is responsible for systems critical to the support of the Division of Emergency Management and the State Emergency Operations Center. The environment is fast-paced and challenging, and the impacts to the citizens of Florida can be extremely rewarding. A broad skillset and the ability to adapt to constantly changing requirements are necessary to thrive in this role. The individual in this position will be expected to:
* Assist with the management and administration of the network communication systems for the Division's local area network, including the State Emergency Operations Center and other ancillary networks throughout the State.
* Maintain network utility servers for the monitoring of network and backup of network devices.
* Maintain accurately all network device inventory.
* Document and review network diagrams for accuracy.
* Configure access-layer network devices including wired and wireless.
* Assist with the management of network access and network access control utilities, including remote access.
* Assist in maintaining security and security procedures, including presenting training as required.
* Configure and utilize specialized network-specific software and hardware.
* Assist in management of network access and access control utilities.
* Assist in the planning, implementation, operation and maintenance of network systems that support the Division.
* Assist with analysis of network design to ensure efficient communications.
* Prepare system designs, reports and recommendations for management.
* Assist in research of new network and security system technologies.
* Provide highest-level contact and problem resolution assistance to the Helpdesk service team and other staff.
* Act as liaison with customers and other support staff to assure accurate problem interpretation.
* Maintain communications with customers during the problem resolution process.
Knowledge, Skills, and Abilities:
* Knowledge of networking principles, communications protocols, access methods, LAN and WAN architectures.
* Knowledge of Cisco switches, security appliances and Cisco operating systems.
* Knowledge of Cisco wireless controllers and access points.
* Knowledge of VMware NSX and virtual networking.
* Knowledge of network monitoring tools and utilities with preference towards Manage Engine products.
* Knowledge of Microsoft Server operating systems.
* Knowledge of Linux operating systems.
* Knowledge of Microsoft Active Directory.
* Knowledge of VMware virtual environments.
* Knowledge of network security management, access and authentication, physical security, data integrity and business recovery.
* Knowledge of advanced protocol/trace analysis, statistical analysis and performance analysis.
* Demonstrated ability to isolate and resolve hardware and software problems.
* Demonstrated analytical and troubleshooting skills and knowledge of problem-solving techniques.
* Demonstrated ability to manage multiple priorities and follow through on projects to completion.
* Ability to achieve successful outcomes in handling difficult situations and customers.
* Ability to act independently to resolve problems and document processes for use by others.
* Ability to work non-traditional hours.
* Must be able to travel on a regular basis.
Minimum Qualifications:
Four years of experience in computer systems analysis or in planning or designing distributed computer systems. Post-secondary education may substitute on a year-for-year basis for the required experience. Preferred certification in Cisco technologies and/or security technologies.
