The LA County Board of Supervisors recently declared a local state of emergency for homelessness, and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. The Chief Executive Office is seeking qualified candidates to fill emergency Senior Analyst, CEO vacancies related to the homelessness crisis.
Applicants will be processed on an as-received basis and those who meet the requirements may be hired on a temporary basis for up to 90 days.
Before the end of your temporary work period, you will undergo an assessment which consists of an evaluation of experience based upon your performance. This assessment will be weighted 100% and will evaluate your general ability to perform the job duties.
Those who successfully pass the assessment will be placed on a list for and considered for permanent appointment to Senior Analyst, CEO.Independently or at the direction of management, analyzes and makes recommendations on problems related to one or more major functional areas of the Homeless Initiative.
Provides analysis and recommendations on issues related to the Homeless and Housing, Programs, budget and fiscal activities, including Measure H and other Homeless Initiative funding.
As a subject matter expert, participates in the development, implementation and maintenance of Homeless and Housing Program contracts.
Maintains liaison between County departments and may assist with administrative and operational coordination with State and/or federal entities.
Under general direction from management, maintains established liaison with local jurisdictions, including cities, Councils of Government, and unincorporated areas in support of Homelessness Missions.
Prepares correspondence, reports and studies related to homelessness.SELECTION REQUIREMENTS
TRAINING AND EXPERIENCE:
Five years of professional staff experience* in analyzing and recommending solutions to problems in government programs or areas such as budget, finance, operations, legislative policy, organization and management, intergovernmental relations or communications. Two years of the required experience must have been at the level of Analyst, CEO or higher.
Special Requirement Information
* In the County of Los Angeles, professional staff experience is defined as experience gained at the level of Los Angeles County classification of Administrative Assistant II or higher, which functions as an administrative generalist in the central administrative staff organization of a department analyzing and making recommendations for the solution of a variety of operation problems having significant consequences in terms of cost, efficiency or public service.
In the County of Los Angeles, experience at the level of Analyst, CEO is gained working in a central agency or corporate headquarter, providing professional staff support to the head of an organization in the planning, coordination, direction and control of specialized functions such as budget, finance, operations, capital projects, legislative analysis, organization and management studies, employee relations, classification, compensation, benefits policy, risk management, marketing, asset management, and unincorporated area services functions under general supervision.
LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Near the end of your temporary assignment, the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be placed on a list and considered for permanent appointment.
