Clarification from the agency Open to current U.S. Citizens Help Duties The purpose of this position is to perform position classification and provide position management advisory services to both Army (ARNG) and Air National Guard (ANG) organizations and the full-time workforce within the State. * Manages full-time manpower requirements for the State. * Ensures requirements/authorizations are properly distributed according to workload factors contained in various Manpower Staffing Standards, equipment density allocations; Modified Table of Organizational Equipment (MTOE) and Table of Distribution and Allowances (TDA) or other methodologies used in justification of manpower requirements. * Reviews requests for personnel and position actions to determine impact on position classification and position management matters. * Develops Statements of Difference and amendments to standard position descriptions as required for purposes of restructuring grades for recruitment, upward mobility, etc. * Advises managers and supervisors on classification, position management, and organization design. * Explains the Office of Personnel Management (OPM) standards, classification decisions, impact of designated duties on classification, and complaint and appeal procedures to employees, supervisors, and management officials or managers. * May carry out work contributing to special projects to assess the effectiveness of and provide recommendations to improve the classification and/or position management function and processes. You must meet the following requirements by the closing date of this announcement: GS 09 Specialized Experience: Possess one year of specialized experience equivalent to the GS 07 grade level or civilian equivalent which includes: 1)Working knowledge of HR/administration terminology, concepts, principles, and issues related to classification, hierarchy, and position management; 2) Reviewing and researching management requests for classification actions, to include position changes; 3) Experience in maintaining and updating personnel records to include classification data and assignments; 4) Utilizes skill in presenting information, analysis, ideas and positions in a clear, accurate, convincing manner, as is appropriate with the audience. OR, A master's degree or equivalent graduate degree (Must submit transcripts) OR, 2 full years of progressively higher-level graduate education leading to such a degree, a J.D. or an LL.B. degree from an accredited college or university may substitute for experience required at this level. (Must submit transcripts) OR, You may qualify with an equivalent combination of qualifying graduate education and experience. GS 11 Specialized Experience: Possess 1 year of specialized experience equivalent to at least the GS 09 grade level of civilian equivalent which includes: 1) Experience with fundamental position classification laws, theories, principles, and practices with a basic understanding of the interrelationships of human resources management programs sufficient to provide integrated solutions to position classification problems/issues; 2) Providing management with insight in establishing organizational structures that are efficient, cost effective, support appropriate grade levels, and facilitate career development; 3) skill in consensus building, negotiating, coalition building, and conflict resolution techniques sufficient to interact appropriately in highly charged emotional situations. OR, Ph.D. or equivalent doctoral degree in a field related to the position. (Must submit transcripts) OR, 3 full years of progressively higher-level graduate education leading to such a degree. (Must submit transcripts) OR, You may qualify with an equivalent combination of qualifying graduate education and experience. Part-time or unpaid experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience.
