CAREER DESCRIPTION Environmental Health Data Informatics (Senior Research Analyst) This position is scheduled to receive salary range increases on the following dates: Effective June 27, 2025 - 4.00% increase Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization. This recruitment is being held to establish an openeligible list to fill current and future Senior Research Analyst positions within this specialty. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange. Under the leadership of the Agency Director, a dynamic executive team with an organizational structure comprised of five (5) service areas - Administrative Services, Behavioral Health Services, Correctional Health Services, Specialized Medical Services and Public Health Services - is committed to meeting the health needs of the diverse Orange County community. THE DEPARTMENT Through assessment, policy development and assurance,Public Health Services provides a wide range of services aimed at reducing death and disability by reducing the transmission of communicable diseases, preventing and lessening the impact of chronic diseases, and ensuring healthy and safe environments. THE PROGRAM TheEnvironmental Health Division(EH) is comprised of various programs aimed toward protecting the health and safety of Orange County residents and visitors from harmful conditions in the environment. Staff enforce laws and regulations and emphasize education to assist businesses with providing healthy and safe communities. Services include retail and wholesale food protection, foodborne illness investigations, public pool inspections, childhood lead exposure prevention, water quality, ocean water protection, solid waste facility oversight, hazardous materials surveillance and mitigation oversight, underground and aboveground storage tank oversight, body art facility and practitioner oversight, medical waste management inspections and a used oil recycling education program. THE OPPORTUNITY The Environmental Health Data Informatics (EHDI), Senior Research Analyst (SRA) - Environmental Health Data Informatics position will plan, organize, and direct data projects for Environmental Health programs including the development and maintenance of data management policies and protocols. The EHDI will be responsible for leading the technical strategy, design, and development, and implementation of a scalable cloud-based, data management and analytics platform for the Environmental Health Division. The EHDI will supervise subordinate staff and the work of project teams to ensure effective environmental health data informatics and systems management. The EHDI will use statistical and analytical methods, collection, and interpretation of field data to communicate findings and inform business processes and possible recommendations for data management. Additional Duties Include: * Standardize data management process and best practice recommendations for data collection, entry, analysis, reporting, sharing, etc. * Use multi-level analysis of data and statistical and analytical methods to inform business decisions, interpret and translate complex environmental health data into business insights for leadership; generate statistical and analytical products and dynamic dashboards via Tableau, Power Bi, etc. to meet the demand of real-time data reporting to our stakeholders * Coordinate with EH management to prioritize and implement data informatic projects and evaluate/assess effectiveness of projects to ensure data is accurate and comprehensive. * Provide training and technical assistance to staff for ease of the adoption of software capabilities and ensure consistency of data practice standards. * Liaise with HCA IT and the EH database/software vendor on the development, configuration, and ongoing enhancements of the environmental health database management system; this involves planning and coordinating the installation, configuration, and testing of hardware and software components and applications. * Supervise and assign data tasks to subordinate staff; provide oversight of various EH projects DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES The ideal candidate will possess extensive knowledge of statistical analysis, program evaluation, database management, and has the ability to organize statistical information into accessible and actional forms and data visualization tools. The ideal candidate will also have a wide-ranging experience working with public health programs and familiarity with environmental health including workflows, terminology, principles, practices, rules and regulations. In addition, the ideal candidate will have knowledge or experience in database management related to inventory tracking, inspection and complaint workflows, application processes, data integration with external database, or financial and accounting software. Furthermore, the ideal candidate will have extensive knowledge, skills, abilities, and experiences in the following core competencies: Professional & Technical Expertise * Understanding of cloud and infrastructure components (network, data, and applications) to design, deploy, and operate cloud-based systems and technologies to support business objectives * Conducting complex statistical analysis, including inferential statistics and forecasting, as well as methods of organizing statistical information into reports, tables, charts, graphs, and dashboards * Designing, conducting, and summarizing program evaluation and quality improvement efforts, while working with program staff/operations to understand evaluation results and use them to fashion appropriate data-driven program enhancements * Managing and connecting large datasets with multi-level outcomes across diverse programs with attention to detail regarding data accuracy, quality, and privacy protections * Conveying complex analytical results to a diverse range of audiences and stakeholders in a customized manner using a variety of presentation modalities * Using Microsoft Excel, Word, PowerPoint and Outlook at an advance or expert level of proficiency; uses technology such as Microsoft Power BI, Tableau, and other visualization tools to create reports and presentations * Possessing excellent problem-solving skills to analyze complex database scenarios, diagnose and resolve issues, and contribute to technical enhancements to support operational efficiency Project Management * Gathering and evaluating data for project planning including assessment of need and priority setting * Determining timelines and sets project goals and objectives that align with department and County priorities * Managing status of projects and integrates changes smoothly and navigates team through the constant flux * Utilizing Project Management and Quality Management principles to provide transparency and encourage collaboration, teamwork, and continuous improvement * Assigning and delegating work to project team members, establishes expectations and monitors activities * Comfortable managing multiple projects at the same time Oral and Written Communication Skills * Effectively communicating, both verbally and in writing, with department staff, community partners and the public to accurately convey both substance and intent * Presenting ideas and complex materials clearly, concisely, logically and persuasively * Engaging community partners and stakeholders and establishes and maintains strong relationships * Adapting communication style to a variety of audiences and/or situations * Informing superiors and staff of critical information for performing job responsibilities and delivering services. * Possessing excellent oral and written communication skill to collaborate effectively with program staff in creating and finding solutions to systems and database issues * Presenting written and verbal correspondence and evaluation reports in a clear, correct and comprehensible terms ranging from general notes to concepts * Displaying proficiency in handling difficult conversations with all levels of staff MINIMUM QUALIFICATIONS Click herefor information on the minimum qualifications for the Health Services Administratorclassification.
