(Fiscal Deputy Director)
This position is scheduled to receive salary range increases on the following dates:
Effective June 27, 2025 - 4.00% increase
Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.
COUNTY PROMOTIONAL
This recruitment is County Promotional and is only open to current County of Orange employees.
This recruitment will establish a County promotional eligible list. This list will be used to fill current and future Fiscal Deputy Director positions. The eligible list established may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

COUNTY EXECUTIVE OFFICE
TheCounty of Orange,County Executive Officeimplements policies of the Board of Supervisors, supports County departments, oversees the County's infrastructure and real estate assets, prepares the annual County budget, manages the County's public debt program and assists the public. The County Executive Officer is the highest-ranking appointed executive in the County and works with members of the Board of Supervisors and their staff, elected and appointed department heads and the County's 19,000 employees to oversee the provision of essential government services through 22 departments. The County Executive Office is organized into six divisions: County Operations, Finance, Human Resource Services, Information Technology, Real Estate and Government & Community Relations.

THE OPPORTUNITY
The County of Orange, County Executive Office is seeking a Budget and Finance professional with a strong background in local government budget preparation and exceptional communication skills. This position primarily involves overseeing the County's public debt program, department fiscal operations, and the annual processes related to the multi-year strategic financial plan and the annual budget. The professional will provide oversight for County bond issuances and facilitate bond issuances for the planned community facility districts in unincorporated areas; oversee the budget development and fiscal support services for the County Executive Office; and manage the entire budget process, from compiling instructions for departments to ensuring the final approval by the Board of Supervisors, as well as coordinating the printing and distribution of the recommended and approved budgets. Additionally, the role includes managing the annual update of the five-year strategic financial plan, overseeing everything from compiling instructions to departments to securing final approval from the Board of Supervisors and facilitating the printing and distribution of the plan. The incumbent will also be responsible for researching, preparing, reviewing, and justifying comprehensive budget requests, as well as preparing budget-based project proposals. Furthermore, the position requires directing cost-benefit analyses, planning, coordinating, and initiating actions to implement financial and operational management decisions and recommendations.
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES

* The ideal candidate will possess a working knowledge and familiarity with:
* The County's automated budgeting and financial reporting systems;
* Financial forecasting and projection techniques based on financial planning perspectives;
* Long range financial planning techniques;
* The ability to compare revenue and expenditure results to budgeted appropriations; ability to determine and calculate variances in budgeted to actual results; and to recommend corrective action plans to address variances.
