This position is eligible for telework. New hires are eligible to apply 30 days after their effective date of hire. Please note that this position has been designated as a "Policy Maker" pursuant to the New York State Public Officers Law and the MTA Code of Ethics. As such, you will be required to complete a Financial Disclosure Statement that will be provided to you by the New York State Joint Commission on Public Ethics. Summary: This position is responsible for the day-to-day MU/Diesel field operations within the Maintenance of Equipment Department, focusing on the cleaning, inspection, and repair of all MU and Diesel cars. Responsibilities include overseeing a 7-day, 24-hour operation across multiple locations, including West Side Yard, Penn Station, Brooklyn/Atlantic Terminal, Hillside, Jamaica, Babylon, Huntington, Hempstead, Long Beach, Far Rockaway, Port Washington, and all associated terminals. The primary objective is to ensure the availability of necessary equipment to maintain on-time performance in alignment with the Transportation Department's timetable requirements. Responsibilities: Responsibilities may include but are not limited to: - Consult with/direct Master Mechanics and General Foremen on MU, Diesel hauled maintenance and Fleet Cleaning procedures, along with mandated requirements of FRA/AAR. - Assess fleet cleaning, daily inspection and repair procedures, in addition to evaluation of safety requirements for all MU and diesel hauled equipment. - Administer departmental and corporate policy to staff personnel. - Assist General Manager-Fleet Operations in interdepartmental and corporate planning activities involving change to the MU and diesel hauled fleets. This includes working with outside agencies on specific planning projects. Maintain active line of communication with CMO, General Manager, Deputy General Managers, as well as Transportation Department Managers, to ensure that all Fleet Cleaning, MU and Diesel Yard Equipment Maintenance operations are performed constantly in accordance with corporate and mandated policies and programs. - Assess HVAC Mobil Unit production and procedures to ensure customer comfort goals are met. - Ensure safety standards are followed and prioritize how they affect our employees' and customers' safety. - Select, develop and motivate subordinate staff. Analyze and provide feedback regarding performance of subordinate staff. - All other assignments at the request of senior management. Serve as a senior staff member of the M of E Department. Ensure department/company policies are administered in a fair and equitable manner. Qualifications: - Bachelor's Degree in Engineering (Mechanical, Electrical, Industrial) or related field of study. 14 years of related experience with proven track record of successfully managing a budget and a staff including line supervision may be considered in lieu of degree. - Demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree, subject to approval. - Must possess 10 years progressively responsible, related experience with a proven track record of successfully managing a budget and a staff including line-supervision. - Must possess progressively responsible, related experience with a proven track record of successfully managing a budget and a staff including line supervision. - Must possess extensive rail/train operations experience coupled with technical expertise in diesel-hauled and MU (multiple unit) car operations. - Must possess knowledge of operating rules. - Must possess experience coordinating equipment operating activities and interfacing with the Operations Department. - Must have a sound administrative background including experience handling personnel and labor matters, as well as implementing and administering company policies and procedures. - Must possess thorough knowledge and working experience with applicable labor agreements. - Must possess thorough knowledge of relevant FRA (Federal Railroad Administration)/AAR (Association of American Railroads)/APTA (American Public Transportation Association) Rules and Procedures. - Must have familiarity with Fleet Cleaning procedures, processes and standards. - Must be a QMP (Qualified Mechanical Person) regarding all CFR (Code of Federal Regulations) rules and regulations. - Must possess project management experience with proven leadership capabilities. - Must possess effective planning, decision-making, problem solving, critical thinking, sound judgment, and analytical skills. - Must be able to demonstrate effective communication skills (oral/written/interpersonal). - Must possess ability to be a team player with ability to develop positive, professional relationships within the department and across departmental lines. - Must be a seasoned professional with a high level of professional integrity and work ethics. Other Information: In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e. physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance.
