GENERAL STATEMENT OF POSITION

Performs work as the lead front-end designer of web infrastructure, content, multi-media and interactive features for City’s web presence. The role is within the Office of Communications (OCOM) and works with colleagues across City departments. ; Work is performed under the supervision of the Communications Director.

SPECIFIC DUTIES AND RESPONSIBILITIES

Essential Functions:

  • Leads the City’s web presence as the front-end designer, with front-end developer capability, through proactive planning and execution of software upgrades, strategic and regular updates, and overall management of the Content Management System (CMS).
  • Manages web content to meet the City’s brand standards (colors, fonts, etc.) and AP Style.
  • Leads bi-annual upgrades for CivicPlus and further web upgrades as appropriate.
  • Leads digital accessibility standards including ADA Compliance (WCAG) through Monsido across webpages - advancing accessibility based on recommendations; as well as any further vendors needed to achieve and maintain compliance and set an accessible and inclusive digital environment.
  • Reviews and assesses City website analytics to inform strategy and implements changes based on recommendations from that analysis. ;
  • Ensures visual content strategy encourages user engagement and increases implementation of photo/ video credit and ALT text across web content.
  • Proactively manages relationships with website vendors (CivicPlus) to achieve strategic objectives and swift issue resolution and actively trains on web best practices for managing the City’s web presence.
  • Researches and evaluates new web technologies and design concepts that can be used to improve the functionality and reliability of the City’s web presence.
  • Collaborates with various department directors on site maintenance and strategic initiatives including but not limited to: Communications - strategy and management, IT - security and data protection, City Clerk - documentation, Library - archival, Finance - procurement and payment, among other departments.
  • Runs site audits and analyzes issues, develops best practices, and trains City staff on web content, maintenance and other areas of growth or improvement.
  • Works closely with City staff to plan and implement major changes or upgrades to content within their departmental sections on the City’s web presence.
  • Works closely with OCOM department in advising departments on creation of web content and online material to ensure that it is ADA compliant, relevant, clear, concise, accurate, and engaging across all written, visual and interactive mediums.
  • Collaborates with OCOM colleagues and FCCTV to implement the inclusion of graphic design, images and videos
  • Performs related work as required.

;MINIMUM EDUCATION AND TRAINING

;Education and Experience

  • An associate’s or bachelor’s degree in communications, computer science, engineering, management, marketing, visual arts, or similar field
  • At least six (6) years of professional experience in managing websites through a CMS, including wireframes, integrating products through APIs, managing a web strategy based on a mix of Google Analytics, Search Engine Optimization, and UX and UI best practices, and working with vendors to onboard and upgrade new software;
  • Experience preferably in non-profits, the public sector, or with government;
  • An equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

;Knowledge, Skills and Abilities:

  • Skills in prioritizing, organizing and managing web projects from inception to completion
  • Skills in verbal, written and multimodal communication
  • Skill in writing, editing and presentation techniques of city programs, policies, and structure;
  • Possess excellent interpersonal communication skills;
  • Demonstrated experience as a front-end website developer and designer, managing Content Management Systems (CMS); a passion for UX and UI; experience with Microsoft Office software programs and Adobe Creative Suite; demonstrated experience with Google Analytics; and knowledge of HTML and CSS with emphasis on web design and development ;

Hours: This is a full-time position, working 40 hours per week with flexibility during core business hours.
