Base Pay: $105,164.80 Annual

SUMMARY: Manages and guides the daily administration of the District Attorney's Office. Develops administrative policies, procedures, and programs.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.
Confers with the District Attorney on formulation of policy, integration of program activities and improvements in program functions.
Assists with the planning, development and preparation of the annual budget and amendments. Compiles data for budget preparation and administration.
Directs the daily operations of the District Attorney's Office, in conjunction with other Chiefs, and ensures each division's activities are consistent with department-wide goals and objectives.
Receives reports, monitors programs and interprets findings to the District Attorney and to division directors.
Directs or carries our administrative directives.
Creates and maintains administrative files and departmental personnel records and timekeeping records.
Coordinates all personnel action with the human Resources department.
Manages all financial accounts.
Directs the acquisition of office supplies, furniture, and equipment.
Develops office forms and procedures consistent with departmental and county-wide policies.
Represents the District Attorney at agency related matters with other county departments and with outside agencies, vendors and organizations as well as the general public, specifically including human resources and the auditor's office.
Directs the payment of bills, reservations of out of county witnesses, and travel arrangements for all District Attorney's Office staff.
Occasionally, represents the District Attorney at community and business gatherings. Attends, presents at, and participates in professional associations, committees, and legal seminars.
Confers from time to time with other departmental attorney providing general guidance and assisting with specific problems, including legal advice and case planning.
Performs other such duties as may be assigned.
SUPERVISORY RESPONSIBILITIES:
Shares with District Attorney, and other Chiefs, responsibility for supervising all staff in the District Attorney's Office. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; disciplining employees; addressing complaints and resolving problems.
QUALIFICATIONS:

Any employee who drives a vehicle on official business must have a driving record which meets standards set by the County and the County's insurance carrier.
EDUCATION and/or EXPERIENCE:
J.D. or L.L.B. from an accredited school of law plus six years of experience involving diverse criminal prosecutions, at least three years of which also involved management and supervision.
Any equivalent combination of experience and training which provides the required knowledge, skills and abilities, may be considered for current Nueces County employees only.
LANGUAGE SKILLS:
Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS:
Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY:
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of instructions in and deal with several abstract and concrete variables.
CERTIFICATES, LICENSES, REGISTRATIONS:
License from the Texas State Bar to practice law in the State of Texas.
Texas Driver's License.
OTHER SKILLS AND ABILITIES:
Thorough knowledge of criminal and civil law including constitutional and statutory provisions, as well as case law and laws and rules relating to judicial procedures, rules of evidence, and Code of Professional Responsibility.
Thorough knowledge of the operations of the District Attorney's Office, of County and District Courts, and of other local law enforcement entities.
Understanding of management principles and practices and ability to motivate, train, supervise and objectively evaluate subordinate professional and support personnel.
Exceptional communications skills including not only written and oral communication skills but also the ability to present unusually complex or sensitive legal cases to a jury, to communicate effectively with the media, and to make public presentations on behalf of the District Attorney.
Ability to establish and maintain effective working relationships with other county employees and officials, representatives of law enforcement agencies, other governmental agencies, the media, private sector agencies and organizations, outside attorneys, court personnel and the general public.
