Graduation from high school or equivalent and one year of general office/clerical and/or customer service experience; or any equivalent combination of related training and experience. College course work will substitute for experience on a year for year basis. Applicants within six months of meeting the minimum education/experience requirement may be considered for trainee status. Successful completion of all applicable background checks pre-hire and ongoing are required. This is technical, clerical work receiving and processing building permits for the Growth Management Department. An employee assigned to this classification is responsible for reviewing permit applications for correct information and completeness; referring citizens to the appropriate area if additional information is necessary, coordinating interdepartmental flow of applications/statements, notifying affected citizens of possible changes and maintaining records of each transaction. Work is performed under the direction of a higher-level supervisor and is reviewed through conferences, reports, and observation of results obtained. ESSENTIAL JOB FUNCTIONS This is an emergency essential classification. Upon declaration of a disaster and/or emergency, all employees in this classification are required to work. Exudes a positive customer service focus. Advocates building organizational culture through aligning decisions with core values including: integrity, honesty, respect, diversity, innovation, accountability and communication. Assists citizens with completing applications for building permits; receives and reviews applications from citizens. Prepares and maintains records of all applications. Answers citizen questions over the telephone and at the counter, assists citizens in obtaining necessary information to complete applications; refers to other departments as needed. Instructs customers on requirements from other agencies in order for a building permit to be issued such as pre-application screening, development plan approval, municipal zoning letters, driveway permits and septic permits. Enters necessary application information into computer. Collects fees, issues receipts and prepares transmittal reports and bank deposits for delivery to Finance and Accounting. Provides current zoning information, verifies property location for culvert and setback requirements. Coordinates flow of permits between departments for required approvals. Performs the duties listed, as well as those assigned, with professionalism and a sense of urgency. KNOWLEDGE, SKILLS AND ABILITIES Knowledge of manual and computerized record keeping systems. Some knowledge of Uniform Building Codes and general land use development. Some knowledge of building administration. Some knowledge of zoning regulations. Skill in typing/data entry accurately and in a timely manner. Skill in dealing tactfully and courteously with callers and visitors. Skill in the operation of the following tools and equipment: personal computer including permitting software; calculator; copier; telephone; and mobile telephone. Ability to establish and maintain effective working relationships with contractors, developers, architects, engineers, owners and the general public. Ability to read and understand complicated plans and blueprints. Ability to communicate effectively, verbally and in writing. Ability to work under stressful conditions and with frequent interruptions.
