Tuknik Government Services (TGS) currently has an opening for a Industrial / Organizational Psychologist. This position will be in Falls Church, VA and will support TGS and our government customer. This opportunity offers the chance to work with some of the best and brightest minds in the Department of Defense and US Industry to develop, implement, and transition Artificial Intelligence (AI) capability across the Department.
TGS is searching for an exceptionally talented Industrial / Organizational Psychologist to assist a DoD client in standing up a new Digital Talent Management (DTM) Office within the DoD Office of the Chief Digital and Artificial Intelligence Office (CDAO). This opportunity offers the chance to work with some of the best and brightest minds in the Department of Defense and industry to develop, implement, and transition Artificial Intelligence (AI), Data, and Analytics capability across the Department. The successful candidate will be capable of assisting the CDAO DTM team with all aspects of the design, development, implementation, and evaluation of innovative human capital programs and policies for digital talent across the Department.
Responsibilities:
- Apply I/O psych principles to design, develop, implement and evaluate the effectiveness of human capital strategies and workforce development programs, policies, and initiatives for Department of Defense (DoD)
- Design, develop, and lead statistical and research studies for understanding talent needs/issues and developing digital talent management strategies and processes.
- Design complex data collection methodologies, performing quantitative and qualitative data analyses to compose well-written, validated data-driven reports, and prepare briefings for senior-level audiences
- Conduct job analysis and task assessments to develop position descriptions, competency models, work roles, knowledge, skills, and abilities, and career paths for digital workforce professionals
- Conduct assessments and analyses of workforce data to identify trends and anomalies, as well as skill gaps in data and artificial intelligence roles to develop recommendations and mitigate challenges
- Conduct thorough analysis of qualitative and quantitative workforce data to identify trends and anomalies that will shape the development of appropriate recommendations, decision points and implementation plans
- Evaluate and report on the effectiveness of human capital strategies and programs, and develop implementation guidance, fact sheets, and training materials for HR and training practitioners across the DoD.
- Develop and implement data-driven strategies and best practices to attract, retain, and develop top talent in data and artificial intelligence fields, and maintain relationships with external partners to support workforce development efforts.
- Develop and implement communication strategies to promote workforce development initiatives and collaborate with stakeholders to identify workforce development needs and develop strategic plans to address them.
- Facilitate the strategic human capital planning process, provide technical expertise, and update or develop workforce policies, memoranda, and guidance.
Requirements:
- 7+ years of experience with providing strategic human capital and/or organizational consulting services, implementing workforce development or career management programs aimed at building, enhancing, and sustaining a technical workforce
- Proven experience working in a DoD or federal government environment, with a solid understanding of DoD and federal government agency functions and responsibilities
- Experience developing, reviewing, and implementing DoD policies, procedures, and standards to ensure compliance with DoD regulations and guidelines
- Experience with governance in DoD, including an understanding of DoD governance structures, policies, and procedures
- Experience with governance in the DoD, including an understanding of DoD governance structures, policies, procedures, and functional community roles, responsibilities, and capabilities.
- Experience in developing and implementing workforce development and human capital strategies, including strategic workforce development programs and implementation plans to support organizational goals and objectives.
- Self-starter with the ability to act independently and proactively to quickly understand and apply new concepts.
- Experience with contributing to multiple projects in a fast-paced, high-intensity, team-oriented environment
- Excellent facilitation skills with the ability to build relationships and interface with internal and external stakeholders.
Desired Skills:
- Prior Federal government, professional services, or Federal consulting experience
- 12+ years of experience with providing strategic human capital and/or organizational consulting services, implementing workforce development or career management programs aimed at building, enhancing, and sustaining a technical workforce
Education:
- Master's degree in industrial/organizational psychology, Organizational Behavior, Human Capital Management, Human Resources, Organizational Development, Business Administration, or related field
Security Pre-Requisite:
- To be considered, must have a CURRENT/ACTIVE SECRET security clearance and be upgradable to TOP SECRET/SCI.
Office Location and Travel:
- Hybrid Remote with office in Falls Church, VA
- Travel on an as-needed and as-required basis to fulfill mission objectives
- Minimum travel will be quarterly, as-scheduled for team-related activities and status updates (Falls
- Church, VA or Pentagon)
Working Environment & Conditions
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
