Job Description:
Position: Commissioner of Health and Human Services
Location: Health Department
Date Opened: August 27, 2024
Date Closed: Until Filled
Position Type: Full Time / Benefited / Ordinance - 3 Year Appointed Term
Salary: Starting at $154,478 - $163,933
Essential Duties and Responsibilities:
The essential functions or duties listed below are intended only as

With the advice of the City's advisory council of health, performs duties and directs
services and programs relative to the protection of public health, the control of disease,
the promotion of sanitary living conditions, and the protection of the environment from
damage and pollution.
Oversees the enforcement of state and local laws, regulations and ordinances as well as
the development and implementation of services in coordination with other departments
and agencies as needed.
Develops and administers the department's operating budget.
Coordinates and interacts with other municipal and state agencies on human services and
public health initiatives.
Directs emergency preparedness issues regarding public health as well as partner with
other departments for implementation.
Conducts research regarding possible new public health programs and services based on
consumer interests and feedback.
Develops and monitors quality assurance indicators which include evaluating structure,
process and outcome of public health services provided.
Identifies, applies and administers department grants in support of operations and
services provided.
Conducts and participates in community needs assessments to ensure that programs meet
the consumer's needs.
Requirements:
Preferred Education and Experience:
Education and Experience: Graduate degree in medicine, public health, public administration or
a related field, with at least two years; full-time experience in a responsible position in public
health or health care services.
Knowledge, Abilities and Skills: Knowledge of Massachusetts General Laws, Chapter 111, the
Massachusetts Sanitary Code, and state and local laws, regulations and ordinances pertaining to
public health and human services. Knowledge of the principles and practices of planning,
supervising and evaluating community-based public health programs; considerable knowledge of
the materials, methods, safety precautions and techniques related to disease control.
Additional Requirements: Must successfully complete and pass a Massachusetts Criminal
Offender Record Information (CORI) check and have a valid Massachusetts Motor Vehicle
Operator's License.

Minimal physical effort is required to perform both office work and site visits and off-site
meetings. Operates standard office equipment. Required to walk, stand, sit, speak, hear, and use
hands to operate equipment. Vision requirements include ability to read and analyze documents,
use a computer and operate a motor vehicle.
Work Environment:
Performs administrative work in office conditions. Operates standard
office equipment, has frequent contact with customers, other City employees, officials, has
access to legal documents and confidential information. Errors could result in delay or loss of
service, monetary loss or legal repercussions. May be required to do site/home visits and/or
participate in off-site meetings, may be required to attend night/weekend/holiday meetings or
events.
