Pay Range $148,920 - $226,668 Annually $148,920 - $188,880 Annually for the TSS.3 level $178,770 - $226,668 Annually for the TSS.4 level This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. Job Description We have an opening for a Section Leader in the Special Access Program (SAP) to provide leadership and extremely complex and dynamic security support for the Strategic Intelligence Partnership Program (SIPP) and activities within the Field Intelligence Element (FIE) tailored to Department of Energy (DOE) and supporting Space Science and Security Program (SSSP) customer requirements and missions. The FIE is a unique institutional support division that requires a variety of security requirements to be upheld with little to no margin for error under the most stringent security regulations. This position reports to the FIE SAP Manager in the FIE within the Global Security (GS) Principal Directorate. This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level. You will * Ensure the security of Sensitive Compartmented Information (SCI), Sensitive Compartmented Information Facilities (SCIFs), and Special Access Program Compartmented Areas (SAPCAs). This will be achieved through effective collaboration with Information System Security Officers, Program Managers, and representatives from Other Government Agencies (OGAs) to implement and uphold stringent security measures and compliance standards. * Remain cognizant of evolving SCI and Programmatic security policies and procedures; solve unique, complex and highly sensitive security problems for which guidelines, policies, and/or practices do not exist; and recommend, prioritize, and oversee improvements to practices with independent judgment and a high degree of initiative. * Prepare and review security plans and lead or conduct inspections, audits, self- assessments, and other work activities related to physical and personnel security for SAPCAs, Program members, and SCI holders. Maintain and develop compliance records and/or corrective action plans. * Liaison with OGAs and Lawrence Livermore National Laboratory (LLNL) management regarding assurance of compliance in the development of SAP Standard Operating Procedures (SOPs). * Consults to develop the annual OGA Security Refresher Training for multiple programs. This entails ensuring the training not only meets multiple OGA sponsors requirements but also follows LLNL requirements. * Provides guidance to external Federally Funded Research and Development Centers (FFRDCs) on best practices for working with OGAs. Develop solutions to complex security-related problems and issues; research, recommend and implement alternatives. * Develops, in coordination with OGA/industry partners' scientific SMEs, technical requirements for onsite experiments. * Provides technical security requirements to scientific program briefed individuals. * Ensures compliance with new SAP facilities to meet DOE Office of Intelligence and Counterintelligence (DOE-IN)/OGA programmatic requirements. * Perform other duties as assigned. Additional job responsibilities, at the TSS.4 level * Develop and implement security plans and procedures that follow all related guidelines for approval by the FIE Director, based upon technical expertise and understanding, and in consultation with key GS, DOE-IN, and Programmatic stakeholders. * Independently develop and establish new security policies and procedures incorporating multiple OGA requirements that assures appropriate security controls for the program. * Collaborate with technical SMEs to develop scientific test requirements to incorporate into test and security plans for multiple OGA program approvals. * Independently research and publish program security plans for programmatic work being conducted outside normal channels. * Serve as the SME and liaison with OGA sponsors/internal program and senior management regarding security compliance and programmatic guidance. * Supervise the Alternate Program Security Officer (APSO) and Top-Secret Control Officer (TSCO) to ensure programmatic deadlines and requirements are met. * Brief senior management on results of inspections, status of findings, acquisition of new programs, and program activities. * Serve as primary SME and liaison with OGAs and LLNL management regarding assurance of compliance in the development of SAP SOPs. * Communicate, negotiate, and brief management at LLNL, Livermore Field Office (LFO), DOE-IN, NNSA, OGAs, and industry partners on significant SAP security matters impacting the development of programmatic experimental operations. Qualifications * This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire and SCI access at the time of hire. * Bachelor's degree in Criminal Justice, Security Management, Engineering, or related field or equivalent combination of education and/or training in a security discipline(s) and significant related security experience performing work independently. * Advanced experience and knowledge of SAP operations, engineering design, and the implementation and flow down of SAP safety and security requirements. * Ability to supervise daily activities of labor including technical and administrative support and ensure that deliverables are produced on schedule and within budget and quality requirements. * Advanced verbal and written communication skills necessary to effectively explain, present, and advise all project personnel and customers. * Advanced experience developing and writing clear and concise assessments, corrective action plans, policies, procedures, investigative narratives, formal reports, and other correspondence. * Advanced knowledge and significant experience administering and implementing complex security requirements in physical, technical, information, personnel, or cyber security; including analyzing and interpreting policies, or directives, writing and reviewing security plans, and identifying and conducting assessments, audits, and inspections. * Demonstrated organizational skills to work with conflicting demands under tight time constraints and effectively handle multiple projects involving security activities, and Department of Defense (DoD) or DOE/NNSA security practices. * In-depth knowledge of and experience with regulatory requirements/guidelines and compliance issues related to DOE and OGAs. Additional qualifications at the TSS.4 level * Subject Matter Expert (SME) in security compliance and programmatic guidance. * Highly advanced experience monitoring or directing activities of subordinate staff, teams, or workgroups. * Expert verbal and written communication, facilitation, and collaboration skills necessary to effectively present, explain, and advise senior management. * Proven experience in project management, specializing in leading and executing complex projects across a diverse portfolio. Skilled in developing strategic plans, coordinating cross-functional teams, and leveraging innovative solutions to ensure project success. Qualifications We Desire * Advanced knowledge of DOE Orders governing a variety of safeguards and security disciplines and LLNL security policies and procedures. * Advanced knowledge of DoD SAP Security Manuals DoDM 5205.07 Volumes 1-4. * Working knowledge of and experience applying LLNL, DOE, SAP, and Intelligence Community (IC) practices/policies and security requirements in a classified environment. * Demonstrated working knowledge and understanding of the IC/SAP requirements for the protection of IC/SAP sources and methods. * Highly organized with the ability to handle multi-tasking, multiple programs, and consistently meet deadlines.
