JOB CLASSIFICATION SUMMARY
Positions assigned to this class are responsible for performing a variety of technical inspections of public, commercial, industrial, residential and other buildings and premises to secure compliance with the Town's fire prevention codes and regulations, investigating complaints and violations, and requiring corrective action, conducting investigations of fires, explosions and hazardous material(s) releases, and developing fire safety codes, regulations and educational programs.
DISTINGUISHING CHARACTERISTICS
This is a fully qualified, experienced level fire inspection and prevention classification in the fire job family. Incumbent(s) performs the full range of fire inspection duties under general supervision. Classification requires solid knowledge of transactional and/or work standards for completing tasks and assignments of a varied nature. Work may vary from basic to more complex duties and issues but are generally within expected parameters.ESSENTIAL DUTIES
The following are intended to describe core work functions of this classification. While the level and broad nature of essential duties may not change, specific work tasks will vary over time depending on the Town's needs.
* Inspects properties to ensure compliance with fire protection and prevention laws, codes, ordinances, regulations and standards.
* Investigates complaints relating to fire hazards and fire code violations.
* Identifies corrective actions, which must be made in order to bring properties into compliance with applicable fire codes, laws, and ordinances.
* Assists in the development and reviews fire exit plans for commercial and residential buildings.
* Inspects and tests fire protection and detection systems to verify that such systems are installed in accordance with appropriate laws, codes, ordinances, regulations, and standards.
* Takes photographs and/or writes detailed reports of fire code violations observed in each inspected building sites.
* Conducts fire code compliance follow-ups to ensure corrective action has been taken.
* Explains and interprets to citizens and Town staff fire prevention policy and procedures within scope of authority.
* Conducts fire protection systems plans review.
* Investigates the origin and cause of fires by examining and processing scenes, conducting interviews, collecting evidence and preparing official documentation in accordance with legal requirements for prosecution. Reviews case notes to track trends and patterns. Works with external agencies and insurance companies to determine product safety and to mitigate future occurrences. Determines appropriate action needed to complete each investigation.
* Performs related work as assigned.
MINIMUM QUALIFICATIONS (at job entry)
Education and Experience:
High School Diploma or GED plus additional college level coursework in Fire Science, Construction Management, or a related filed and 3 years of experience as a building or fire inspector; or an equivalent combination of directly related education and experience. Associate's Degree preferred.
LICENSING/CERTIFICATION REQUIREMENTS
* AZ Driver's License;
* When assigned to investigator duties, must meet the qualifications to wear a tight-fitting respirator and pass a medical evaluation in accordance with Code of Federal Regulations (CFR) 1910.134 and must maintain certification while assigned to investigation;
* Must obtain Fire Investigation Technician certification through the International Association of Arson Investigations within 24 months of hire date (or assignment date);
* CPR/First Aid/AED within first six-months of hire;
* Certification in one of the following:
ICC Fire Inspector I or II;
Arizona State Fire Inspector I or II;
International Fire Code Inspector I or II.
* Maintain all certifications/licenses required at job entry.
KNOWLEDGE
* Principles and practices of fire prevention and suppression techniques;
* Principles and practices of building inspection for fire safety compliance;
* Principles of record keeping and records management;
* Applicable federal, state, and local codes, laws, regulations, policies, procedures; including the International Fire Code, International Building Code, International Mechanical Code and National Fire Protection Association;
* Fire detection and extinguishing systems;
* Standard office equipment including the computer and programs relevant to the performance of applicable duties and responsibilities;
* Applicable Federal, state and local laws, codes, ordinances, rules and regulations.
SKILLS
* Identifying and evaluating fire detection, extinguishing systems, specialty systems and life safety systems;
* Identifying fire cause;
* Performing fire origin investigations;
* Interpreting, applying and explaining applicable Federal, state and local laws, codes, ordinances, rules and regulations;
* Detecting deficiencies in fire protection and prevention equipment and materials;
* Communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, and other interested parties sufficient to exchange or convey information and to receive work direction.
