Section Chief of Bridges
Examples of Duties
Under direction of the Commissioner of Engineering and Construction, is responsible for coordinating and assigning workloads to support staff including, but not limited to, the Bureau of Sidewalks, Plats and Surveys, Design, Construction, and Bridges and Docks. Supervises work performed by staff and makes recommendations for improving efficiency and production within the Division. Identifies problems/provides troubleshooting assistance and assists with finding solutions and resources to resolve problems in a timely manner. Performs other job-related duties as required.
Minimum Qualifications
A High School Diploma or GED is required. A Bachelor's Degree in Engineering, Public Works Administration, or a closely related field from an accredited four year college or university is required. Eight years of full time paid experience in bridge and road construction is required. Must have a valid State of Ohio Professional Engineer's License. A valid State of Ohio Driver's License is required. SURVEYS SECTION - A Bachelor's Degree in Surveying, Civil Engineeering, or other related field is required. Must be licensed as a Surveyor by the State of Ohio. Eight years of full time paid Surveying experience with at least three years of supervising others is required (Can be both as a Surveyor Intern as well as Surveyor) (Substitution: One year of Surveying experience may substitute for each year of college education lacking.) A valid State of Ohio Driver's License is required. Must have GIS experience, Cuyahoga County GIS experience is preferred. Experience in researching records, property deeds, recorded plates, and other related documents is required. Must have a strong proficiency in Microsoft Office, Microsoft Word, and Adobe Reader. Must be proficient in AutoCAD Civil 3D and Carlson Survey Software.

- Oversees the City’s bridge inspection program as it pertains to the National Bridge Inspection Standards.
- Review and sign off on Overload Permits.
- Prepare and submit grant requests to provide funding through various sources.
- Provide engineering advisory services on City bridges.
- Administration of Bridge inspection contracts of City bridges. Reviews bridge inspection reports and performs bridge inventory updates.
- Prepares construction contracts to implement repairs (both capital and maintenance) based on the bridge inspection reports.
- Manage the Bridge Requirements Contract.
- Work with Division of Bridges & Docks to plan and implement maintenance activities for City bridges.
- Meet regularly with Division of Bridges & Docks to ensure the City’s bridges are properly maintained.
- Field check all bridges within the City to evaluate the condition.
- Prepare and update an inventory of all bridges for maintenance.
- Oversee all safety inspections for city owned bridges, including the moveable bridges.
- Prepare and update Capital Improvement Program.
- Obtain legislation for all bridge improvement projects.
- Prepare Request for Proposal for the Scope of Services, receive & evaluate proposals, and make recommendations to retain consultants for professional Engineering Services.
- Perform in-house designs for bridge repair projects.
- Manage construction administration (i.e. quantity verification, change orders, invoices, progress meetings, requests for information, material management, and shop drawings).
- Review all construction plans and contract documents for public (City, ODOT, County, GCRTA) and private related to bridges.
- Oversee the bidding and contract execution process in the Bridge Section.
