Under the direction of the CDD Administrator, the CDD Assistant Administrator is responsible for overseeing and guiding the clinical operations of the CDD, collating, interpreting, and analyzing operational datasets that will assist in the planning, monitoring, and supporting of CDD initiatives, including aligning objectives at local levels across the clinical platforms providing patient care in CDD. Partner with the CDD Administrator, hospital leaders and staff in the development of operational and business analyses, management of plans and proposals in support of CDD strategic and operational projects. Coordinate proposals and operational plans for implementation of new initiatives by managing collaborations, relationships and alignment of patient care.
Build trust-based partnerships with leaders and teams within CDD, by gathering comprehensive data and analyses to support leadership evaluation of proposals. This includes helping teams organize and partner to develop and execute cross-functionally aligned strategies and related tactics that meaningfully support CDD patient care needs and positively impact patient's lives.
Position requires ability to think operationally and strategically, have knowledge of complex systems to support delivery of quality and safe care, effective human resources management, and coordination of change management initiatives. Must excel at working in a matrixed organization, possess strategic thinking skills and sound project management skills to develop, implement and support effective and efficient business operations.
Support the Center for Disabilities and Development (CDD) by planning and directing administrative processes which include management of human resources, finances, operational and business functions, contractual arrangements and oversight of clinical activities and productivity. Implement new initiatives, perform analysis and develop and implement of strategic planning initiatives. Contribute to the overall performance and success of the CDD.
Human Resources
* Develop and review staffing models in conjunction with Administrator, HR Manager and Department Managers. Ensure adequate staffing, support, training, and development of personnel.
* Contribute to management of human resources issues, including hiring, investigations, discipline, and termination, in conjunction with HR Manager.
* Hire, develop and manage the performance of staff members, including completing performance evaluations, proposing salary increases, and creating career development plans for direct reports.
* Hold staff members accountable for high performance and high engagement by articulating expectations, monitoring performance, and providing feedback consistently across areas of responsibility.
* Maintain a diverse and inclusive work environment for all staff members.
* Provide supervision over assigned staff members/departments.
Financial Management
* In collaboration with CDD Administrator and clinical provider teams, propose and implement strategies to increase revenue generation, which requires an understanding of patient revenue processes, state appropriations, and/or other funding models.
* Develop or participate in budget development for CDD and individual departments. Create systems for implementation and monitoring.
* Monitor monthly reports and prepare feedback to assure compliance with budget. Assess needs for capital equipment and personnel resources. Submit proposals with appropriate justification.
* Provide data analysis regarding clinical operations, productivity metrics, financial metrics, and strategic benchmarks to ensure operational, financial and strategic initiatives are being achieved.
* Assist in providing financial oversight of expenses, clinical billing and charges, and revenue for the entire revenue cycle. Investigate coding and or billing discrepancies and variances. Develop and/or participate in processes to manage, maintain, or decrease expenses within budget cycles and over time.
* Review and recommend procurement and expenditures. Reconcile expenditures to budget projections.
Operations, Standard of Care, Regulatory Compliance, Quality and Patient Satisfaction
* Work across CDD's multiple clinical functions to develop and monitor quality and services indicators.
* Oversee patient satisfaction and propose opportunities and interventions to address challenges and improve performance.
* Develop and recommend plans to enhance patient satisfaction.
* Assure compliance with federal, state, and local regulatory requirements and patient care standards as applicable to CDD patient care and operations.
* Develop and update administrative and program policies and procedures to meet CMS standards.
Patient Care/Services Delivery
* Collaborate with clinical managers to research, develop and implement best practices to improve service quality and care delivery. Work with internal and external departments on implementation.
* Ensure adherence to patient care standards as set by State of Iowa, UIHC policies and guidelines, The Joint Commission, and other regulatory entities. Ensure a safe and therapeutic clinical environment while providing the highest levels of customer service.
* Resolve patient/family concerns and complaints in a timely manner as directed by the Administrator, in conjunction with care providers.
* Evaluate effectiveness and quality of patient care. Monitor outcomes through quality studies and benchmarks. Participate in multidisciplinary meetings to review quality data. Implement system and/or process changes based on findings from quality improvement assessments and meetings.
* Serve as a resource and collaborate with CDD medical directors and other patient care providers that serve patients in CDD.
Planning and Goal Management
* As a member of the Leadership Team, assist in developing and implementing CDD's strategic plans. Develop mechanisms to monitor and report progress.
* Engage and collaborate with department managers and staff members in the identification, proposal and implementation of new programs and services.
* Assist in development of initiatives for operational improvement and increased efficiency across programs, including clinic, grants, education, and research. Provide direction and management for initiatives and outcomes.
* Formulate and propose objectives for the CDD program's goals. Determine methodology for implementation and participate in the development of policies and procedures.
Communication/Collaboration
* Coordinate communication and support collaboration among staff members and departments.
* Represent CDD in meetings or on committees with UIHC, Children's Hospital leadership and the University of Iowa.
* Communicate expectations and provide support and resources that are in alignment with the CDD, the UIHC and University of Iowa to foster creativity, respect and innovation in the workplace.
* Model and actively promote a culture that demonstrates the WECARE CORE Values.
Education and Training
* Assist in creating and promoting a culture of continuous learning through innovative best practices, and the promotion of knowledge development.
* Develop clinical education programming and orientation processes to develop competency of staff.
* Provide mentorship, development, and training opportunities for staff members.
Grants Administration
* Collaborate with grant and research managers to ensure grant deliverables and reporting requirements are met.
* Develop and monitor annual plans to assure timely submission of grants.
* Assure personnel appointments are managed within the grant resources.

Required Qualifications:
* A Masters degree in healthcare or business administration, finance or accounting, or an equivalent combination of education and experience.
* Minimum of 3 years of related healthcare, business, or operational management experience.
* Experience creating, reviewing, and managing financials and budgets.
* Excellent written, verbal, and interpersonal communication skills.
* Proficiency in Microsoft Office (Word, Excel, PowerPoint, and Outlook) software applications.
* Professional job-related experience fostering or promoting a welcoming and respectful work/academic environment where people of all backgrounds and perspectives feel welcome and appreciated; or demonstrated the ability to do so.
Highly Desirable Qualifications:
* Prior supervisory experience.
* Operational and/or financial management experience in a healthcare setting.
* Experience working in a management position that included contributing to operational (short term), tactical (1-2 years), and strategic (3-5 years) planning in support of the overall business plan.
* Experience with Epic and Epic reporting functions.
Desirable Qualifications:
* Experience managing grant contracts.
* Knowledge of University policies, procedures, and regulations.
* Experience managing or coordinating a healthcare program.
